The National Agency of Ukraine for Civil Service (NACS) is responsible for the functioning and improvement of the work of government institutions and civil servants.

Over the past decade, significant changes have occurred in public service, its approaches, and corporate culture. Although an increasing number of Ukrainians are gaining positive experiences in interacting with government agencies, society still holds a distrustful attitude toward civil servants.

The communication strategy we have developed proposes a plan to make government officials more relatable to Ukrainians and to promote integrity as the foundation of motivation for the everyday work of civil servants.

The proposed strategy and plan for its implementation are based on research, including 20 in-depth interviews and the results of a strategy session.
